Ideally, when syncing the phone through iTunes, iTunes should copy address from *both* the "On My Mac" account and the "iCloud" account to the phone Contacts app, but it doesn't.

I haven't figured out how to solve the problem. None of the addresses stored in iCloud show up in the iPhone Address Book. But when I sync my phone through iTunes on my laptop, *only* the "On My Mac" addresses sync with and show up in the phone's Contact app. Sure enough, when I add new test addresses they get stored in the chosen default. I have experimented with changing my "Default Accout" in Address Book preferences on my laptop (and my desktop) from "iCloud" to "On My Mac" and back again.
So your laptop/desktop Address Book program will, however, display both sources of address: those stored on iCloud and those stored On My Mac. If your Default account on you laptop/desktop is still listed as "On My Mac", new addresses will be stored on the Mac, not on iCloud.

This also means that if all of your Address Book contacts have been *migrated* to the iCloud account from the On My Mac account, then the iPhone Contact app will become empty (since it appears to be syncing only from the now empty "On My Mac" Address Book). So your iPhone Contacts app will now only display the addresses from the On My Mac account and not from iCloud account. Now here is the BIG problem: when syncing your iPhone (an iOS platform) through iTunes, the Contacts app on the phone only seems to sync with the "On My Mac" Address Book account, but not with the "iCloud" account. The Address Book program will display and search both accounts. So if your default is "On My Mac", that's where new address are stored if your default is "iCloud", that's where new addresses are stored. When you add new addresses, they are stored in the default account.
You can also select which one is the Default under Address Book preferences.
On my laptop Address Book I have an "iCloud" storage account and an "On My Mac" storage accont. On your OSX platform (laptop or desktop), your Address Book program can have multiple storage "Accounts", which you can create or modify under Address Book Preferences.
